Members of the parliamentary standing committee on Political Affairs and Gender were yesterday requested to recall a draft law establishing a new-look Media High Council (MHC) with a view to integrating latest proposed amendments.
The government wants Article 2 of the bill limited to: "MHC is an independent institution responsible for developing the media”, and wants MPs to delete the additions that read, "…and promoting and protecting media freedom and independence.”
The government’s request to trim the clause was made by Ignatius Kabagambe, a Director General in the Prime Minister’s office.
"We will duly give the reasons at the time of the review,” he said.
He added that the change, if permitted by the MPs, will affect a subsequent clause about the responsibilities of the MHC.
Hon. Alfred Rwasa Kayiranga, the chairperson of the committee, communicated the latest development to his colleagues, who then agreed to consider the government’s proposal on Monday.
The MHC is transiting from a media regulator to a media advocacy and development agency.
