According to the city official, Kigali is finalising negotiations with SCE SURBANA, a Singapore-based firm, which also developed the Nyarugenge master plan.
"One of our first priorities this year as city management is to begin working on the detailed physical master plans because we cannot achieve sustainable development if the two districts don’t have these master plans” Nzeyimana said.
SCE SURBANA will begin to develop detailed physical master plans for the two districts before the end of this month, a process that should be completed in a year.
The detailed physical master plans will guide planners and construction developers in the two districts towards a well planned and sustainable city, which complies with the Vision 2020.
The Vice Mayor requested developers in Kicukiro and Gasabo districts to conform to the available conceptual master plans. He warned that no one would be allowed to build without following the rules and regulations of the conceptual plans; failure to do so would lead to demolition and/or expropriation.
Veronica Umurangamirwa, Kanombe sector resident, said "we have been having hardships in acquiring construction permits at the district headquarters and I believe the availability of the detailed physical master plan will help us get them easily”.
