This year, all motorcycle operators were asked to use smart cover head gadget to protect passengers from contracting skin related diseases. The idea was fronted by members of Kigali City Council in partnership with motorcycle operators’ association. A few weeks later, the implementation fell through.

I am writing, appealing to KCC to re-introduce Smart Cover and find a better way of enforcing it.
