The issuing of new Advanced Level certificates with the candidates’ photographs has delayed because of the new features. Speaking to The New Times, the Deputy Director of the Rwanda Education Board (REB), Emmanuel Muvunyi, revealed that the 2010 A-level certificates would be the first to have the security feature.
"The photograph will prevent forgery and impersonation,” he promised.
Muvunyi stated that the 2009 certificates were already available in schools nationwide.
Muvunyi mentioned that some students who perform poorly in schools often used their colleagues’ certificates to apply for vacancies in institutions of higher learning as well as looking for job opportunities.
A Senior Six leaver at APRED Ndera who preferred anonymity, said the delay of certificates cost him a job.
"I applied for a temporary job during the holidays as I waited to join university, but the employers asked me to bring an A-level certificate, which I did not have,” he added.
