This letter is with reference to the lead story in Wednesday’s issue of The New Times titled "Kagame calls for new thinking on aid.”

As US Secretary of State, Mrs. Hillary Clinton, rightly remarked, we need to continue shifting our approach from aid to investment . This is where Rwanda offers the world a glowing example of such a transition.

The Government of Rwanda has put in place policies and systems which enable this paradigm shift, encouraging not just governments from different parts of the world, but more importantly individual businesses from different countries to enter this beautiful nation, invest and cooperate with development partners here rather than just provide aid, with all sorts of strings attached.

This level of confidence in investors seeking to enter Rwanda is heightened by a pro-active and dynamic Rwanda Development Board, which makes doing business in Rwanda a real pleasure.
