I read a story in yesterday’s issue of The New Times about the partnership between the Eastern Province and Tanzania’s Kagera region. This follows reports of strengthened cooperation  of the Prisons departments of Uganda and Rwanda.

Through your paper, I would like to encourage other institutions, including universities, businesses and hospitals to enter similar pacts.

Through such arrangements, there will be sharing of best practices and exchange programmes which will not only benefit the people but also give meaning to the ongoing EAC integration process.
