Revise Article 164 of the New Penal Code

I recently read news in the Imvaho Nshya newspaper; No. 2154 of November 9th to 10th, 2011, that the Parliament had voted in a law that allows women and girls to “murder” unborn or as they call them unwanted babies. I understand this law is awaiting approval from the President.  To call this murder is to take it so lightly; I would rather call it the ‘genocide’ of unborn babies.

I recently read news in the Imvaho Nshya newspaper; No. 2154 of November 9th to 10th, 2011, that the Parliament had voted in a law that allows women and girls to "murder” unborn or as they call them unwanted babies.

I understand this law is awaiting approval from the President.  To call this murder is to take it so lightly; I would rather call it the ‘genocide’ of unborn babies. 

My concern today is that Rwanda has made immense strides in setting in place a legacy of  peace due to its peaceful reforms and it should remain that way. More so, the leadership will be most remembered for stopping the 1994 Genocide against the Tutsi, at a time when the rest of the world had turned a blind eye to Rwanda.

In light of this, I would like to request that our President whom God used to abolish the death penalty law, because he did not find it right, to resist from legalizing the abortion law. Abortion has severe psychological effects on those who carry it out. Those who experienced the horrors of the 1994 Genocide can testify that many of the genocidaires who specialized in killing babies were the first ones to be haunted and they run mad shouting, "babies are crying.” This is a terrible thing for anyone to go through.

Fellow Rwandans, please do not be deceived and confused by the lie that there are unwanted babies. This is not true because no baby is unwanted. God has a plan for each baby because He says it in His Word in Jeremiah 1:5, "Before I formed you in the womb I knew you”. 

The Bible also says in Psalms 139:13-16, "For you created my inmost being; you knit me together in my mother’s womb.  I praise you because I am fearfully and wonderfully made; your works are wonderful; I know that fully well.  My frame was not hidden from you when I was made in the secret place, when I was woven together in the depths of the earth.  Your eyes saw my unformed body.  All the days ordained for me were written in your book before one of them came to be.” 

I conclude by saying that all babies are good and innocent. If there is any crime committed, it is by it’s parents and not innocent unborn babies. Unborn babies need a voice to protect them because they are voiceless, and therefore should not be taken advantage of. The abortion law should remain penalized.  Otherwise, we would be arousing the wrath of our creator by destroying innocent lives. If abortion is made legal, we miss out on experiencing the lives of great people who would make a better future for our country. Who knows if we will not be murdering the great ones like, the Moses’ of the future? God forbid!
