The Minister in charge of ICT in the Office of the President, Dr Ignace Gatare, will, on Monday, address a joint parliamentary session on the proposed Information Communication and Technology draft law.

The lecture is aimed at enlightening lawmakers about the technicalities of the instrument, which provides a comprehensive legal, regulatory and institutional framework that will allow the country adapt to the global development of ICT.

Lawmakers had initially, requested the minister to give them an insight on the bill before working on it.

"The bill is complex with many technical items that lawmakers are interested in getting acquainted with; this is why they requested me to give a lecture about the document,” said Gatare.

The 392-article bill is composed of ICT legal framework, electronic communication, information society, broadcasting and postal services.

The ICT draft bill provides for a new licensing framework that creates new business opportunities. This will allow operators to provide all types of services through a unified licence.

It will also ensure that the interests of consumers are protected, including cyber security, privacy, and protection from inappropriate content.

The bill will establish Rwanda as a major global centre and hub for communications and multimedia information and content services.
