BURERA-The government and district planners bear the primary responsibility of ensuring sustainable development, reports Bonny Mukombozi.

The statement was made by the Minister of Finance, John Rwangombwa, while addressing 160 planners drawn from various district and government institutions attending the national civic education commonly known as Itorero ryigihugu.

The one-week civic training programme was held at the Rwanda Peace and Leadership Training Centre, Nkumba, in Burera District.

"Planning is complete if what has been proposed and budgeted for is fully implemented. There is need for partnerships between planners and leaders to ensure implementation,” Rwangombwa said.

The district planners were given lessons on the role of planning in national development, national development strategic plans that included Rwanda’s vision, the philosophy of district performance contracts, transformational leadership, and the history of liberation.
