New taxi moto guidelines need further thought

I read that Kigali City Council has started enforcing the 2008 guidelines that govern the operations of taxi motorcycles in Kigali streets. One of the controversial guideline is not operating after 10 p.m.

Whether this directive is in order or not, is not the point. However, how would this be enforced? I have heard passengers lament about the lowering of speed, yet, their preference for motorbikes is to get to destinations fast. 

May be this directive will die the same way as the recently introduced smart cover, the tissue placed inside a helmet.

The smart cover was introduced to reduce possible spread of disease through sharing of helmets but passengers no longer use it.
