Some motorcycle taxi operators are yet to embrace the ‘Smart Cover Head’ directive after City Council authorities and officials from the Ministry of Health directed all Moto taxi operators to make use of the innovative gear.

The operators need to realise that ‘Smart Cover Head’ will protect passengers from contracting skin related diseases. I asked a moto operator yesterday why he could not provide me with the Smart Cover, only to tell me that it was Sunday, claiming their head office had not worked.

The previous day, I had asked another operator why he had not given me the same Smart Cover and replied that they only give passengers who want them. When I told him that I needed it, he said he had forgotten to buy them!

Rwanda is the first country in the region where road traffic discipline is highly observed and something must be done to enforce this directive.

There have been complaints about the unhygienic sharing of a single helmet by many passengers that ride on motorcycle taxis and this must be taken seriously.
