Extending ICT to grassroots will pay dividends

The Permanent Secretary in the Ministry of Local Government, this week announced that the Government would start distributing computers to all grassroots administrative levels (Cells) in the country as a way of expediting service delivery. If all the Cells in the country  are equipped with appropriate technology, Rwanda’s ICT penetration would tremendously contribute to the realisation of the Vision 2020.

The Permanent Secretary in the Ministry of Local Government, this week announced that the Government would start distributing computers to all grassroots administrative levels (Cells) in the country as a way of expediting service delivery.

If all the Cells in the country are equipped with appropriate technology, Rwanda’s ICT penetration would tremendously contribute to the realisation of the Vision 2020.

The already existing programmes — that mainly involve the rollout of ICT infrastructure, such as the fibre optic cable, which is now spread across the country — will definitely ease the implementation of this ambitious venture.

The fibre optic will ensure easier communication between grassroots leaders and top government hierarchy.

A well facilitated cell, which will now be managed by salaried employees, unlike in the past where people at this level operated on voluntary basis, will certainly impact positively on the general population.
