HR managers cautioned on recruitment

The Executive Secretary of the Public Service Commission (PSC), Angelina Muganza has called upon human resource managers in public institutions to always abide by recruitment procedures in hiring public servants.  Muganza made the call yesterday while addressing participants during a-two-day conference held under the theme; “Enhancing Human Resources management in Public institutions” which was organised by PSC.

The Executive Secretary of the Public Service Commission (PSC), Angelina Muganza has called upon human resource managers in public institutions to always abide by recruitment procedures in hiring public servants.

Muganza made the call yesterday while addressing participants during a-two-day conference held under the theme; "Enhancing Human Resources management in Public institutions” which was organised by PSC.

"As public servants, you should always ensure that the public service recruitment process is accountable, objective and based on merit, unlike in the past when the recruitment process was based on who knows who,” Muganza said.

She urged them to uphold professionalism in their respective institutions and fight cases of nepotism while recruiting employees to maximise production in their respective institutions.

In an interview, Muganza said: "The purpose of this conference was to share experiences and learn from each other on how best to manage human resources in public institutions.”

She added that her commission will always carry out audits in all public institutions to ensure that the recruitment process is carried out according to the law.

Muganza noted that PSC will expose public institutions that break the law in order to discourage other institutions from involvement in similar irregularities.

Alphonse Ndatimana from Rusizi District who attended the conference welcomed the forum.

"This meeting is so important because it will help us clearly understand the laws, policies and principles regarding recruitment, conflict resolution and disciplinary procedures to better manage the public servants we are in charge of,” Ndatimana said.

David Mwiseneza from Musanze District said: "This workshop will increase lawful management of public service employees and reduce disputes and conflicts in the public service.”

The conference attracted human resource managers from all government institutions at both central and local government levels. According to Muganza, the commission would organise similar fora annually.
