New security chiefs appointed

KIGALI - President Paul Kagame, in his capacity as Commander in Chief, yesterday, named new officers to head the country’s security and intelligence agencies.Major General Emmanuel Karenzi Karake is the new head of the National Intelligence and Security Services (NISS), while Brigadier General Richard Rutatina is the new Head of J2- Military Intelligence.

KIGALI - President Paul Kagame, in his capacity as Commander in Chief, yesterday, named new officers to head the country’s security and intelligence agencies.

Major General Emmanuel Karenzi Karake is the new head of the National Intelligence and Security Services (NISS), while Brigadier General Richard Rutatina is the new Head of J2- Military Intelligence.

Col. Dan Munyuza was appointed the Head of External Intelligence in NISS while Col. Tom Byabagamba is the head of the Counter Terrorism unit in the Ministry of Defence and RDF.

In a related development, Captain Patrick Karuretwa will replace Brig. Gen Rutatina as the Defence and Security Advisor to the President.

Prior to his appointment, Maj. Gen Karenzi, who replaces Col. Dr. Emmanuel Ndahiro, was the head of the Rwanda Military Academy-Nyakinama.
