The concerns raised by Persons Living With Disabilities (PLWDs) about the lack of access to storied buildings are valid and need to be addressed.

The development trends on which this country has embarked, for the past 17 years, did not leave this important section of our society behind, meaning that PLWDs are now an invaluable part of our human resource.

The opportunities provided for all Rwandans have not left behind the PLWDs, notably in education, and lack of access to complexes where various services are offered denies the country expertise that this section of our society offers.

People living with disabilities, like any Rwandan citizen or resident, have the right to physically access, any services anywhere in the country.

It is laudable that the government has put in place a legal instrument that requires developers to include these facilities.

It is now up to the implementing organs, not only Kigali City, but also other local authorities to make constant follow up to ensure that this directive is adhered to.

Owners of buildings that were constructed before the decree went into force should take it upon themselves to make the necessary adjustments on their properties to make them accessible to PLWDs.
