Senator warns local leaders against lying on performance

GICUMBI - Gicumbi District local authorities were called on to always provide genuine figures, which reflect actual performance on the ground.

Senator Jean Batiste Bizimana made the call over the weekend, during a review of the performance contracts of each sector in the district.

The meeting drew the district advisory council members and local leaders from cell to sector level.

According to Bizimana, local authorities report what is not on the ground.

"You should find out ways of getting actual figures that reflect the welfare of the residents,” he said.

The Senator observed that some leaders exaggerate to impress the authorities, ignoring the actual status on the ground. "When you go to field, you find a very different picture compared to what has been reported,” he added.

Bizimana also urged the local leaders to always prioritise government programmes in their next performance contracts.

Speaking to The New Times, the Executive Secretary of Rokomo Sector, Olivier Munyurangabo, said more human resources were needed during assessment.

"We don’t have a way of calculating figures, because things keep changing; so, there are some cases that need technical personnel,” Munyurangabo said.

Presenting the district’s performance contracts, Mayor Bonane Nyangezi, said the district will, in the 2011-2012 financial year, prioritise development of agriculture and provision of clean water to residents. Over 9,000 residents in the area still depend on rain water.

He also promised to empower Vision Umurenge Program (VUP) to further improve the residents’ socio-economic wellbeing especially in the remote sectors.
