A report has been submitted to court on those suspected of leaking exam papers to students at Kigali Institute of Education (KIE).

273 graduates in the Mature Distance Learning programme at KIE had their diplomas declared ‘null and void’ after the institute proved they cheated in their final exams in 2006. Most of those affected are now teachers. Willy Marcel Higiro, the police spokesman, refused to name suspects.

"The case has been forwarded to Nyarugenge Court of Lower Instance for prosecution. All those involved are in trouble,” Higiro said on Friday.

The KIE administration handed the case over to police in mid 2007 to investigate the circumstances under which the papers leaked. 

The senate, the institution’s highest decision-making organ, said the students, who graduated in February 2007, cheated in the final supplementary examinations in December 2006.

KIE academic registrar Augustine Ngabirame also declined to name those suspected. He explained that the affected students were given a second chance to re-sit supplementary examinations last year.  Ngabirame told The Sunday Times that 110 out of the 272 students had retained their diplomas after re-sitting the final examinations.

He said those who failed again will have a final chance to re-sit their exams in the near future.
