Pascal Nyamulinda, a Rwandan has been appointed Director General of Benin’ National Agency for the Identification of Persons (ANIP).

He was appointed by President Patrice Talon on Wednesday, February 22 during a Council of Ministers meeting, replacing Cyrille Gougbédji.

Nyamulinda is now responsible for coordinating and managing the activities of the Agency.

Law No. 2017-08 of June 19, 2017 on the identification of natural persons in Benin allows the nominative, personal, digital and biometric identification processes of natural persons to be entered in the national register and in the communal registers of identification of the population, then organizes the processing of these elements and guarantees their protection.

Nyamulinda served as Mayor of Kigali City in 2018 and also as RPF Chairperson in the city.

Prior to that, he was the Director General of the National Identification Agency (NIDA) in Rwanda since 2007.

He also served for five years as a diplomat at the Permanent Mission of Rwanda to the United Nations in New York before his appointment at NIDA.

He holds a bachelor’s degree in International Public Affairs from Université Catholique de Louvain in Belgium, and a Masters’ Degree in Project Management from Maastricht University in The Netherlands.
