I have observed with contentment that Rwanda is up to date with the 21st century technology that is fast advancing day by day. Just last week, in The New Times dated February 6, the government made a decision to review Africa’s plan for agriculture reform and use it as a yardstick to measure her own performance.
The aim of the project is to put emphasis on the four pillars of agriculture transformation and enhance the reforms that constitute Africa’s Comprehensive Agriculture Development Programme (CAADP), managed under the New Partnership for Africa’s Development (Nepad).
It will also support national projects like the one-cow-per-household, fisheries and biodiversity promotion in Lake Kivu, and crop intensification through water irrigation.
Rwanda was given a green light to start up CAADP in accordance with the continental supervision. The new approach to agriculture is welcome.
One thing is for sure; if the CAADP national review yields success, there’s hope to increase agriculture growth rate and to allocate a good percentage of national budget to the sector which will in turn transform the country from subsistence to modern agriculture.
