KIGALI - Rwanda National Police have embarked on studies aimed at designing an approach of having a comprehensive five-year strategic plan.

Several police officers this week began a one-week logical framework approach workshop at police headquarters in Kacyiru to map out the strategies.

With support from the Swedish government, a similar workshop was undertaken in 2002 which resulted into the 2004-2008 strategic plan of the Rwanda National Police (RNP) force.

"The Rwandan situation at that time was different from today and the priorities of the National Police have since changed,” Stanley Nsabimana, Deputy Commissioner General of Police (Administration and Personnel), said.

He added that the workshop would make necessary problem and situation analysis in the planning of the force’s day-to-day activities.

Nsabimana said that the studies would solve any existing duplication of donor assistance within the police, and also guide development partners on which areas that still lag behind.

The results of the workshop will be used by a technical team in the elaboration of the strategic plan later this year. 

Participants at the workshop include police officers from key units like community policing, international policing, crime prevention and inspectorate of service.

Some of the development partners involved in the process include Swedish International Development Agency (SIDA), Belgian Technical Cooperation (BTC) and the United Nations Development Programme (UNDP).
