The Minister of Local Government, James Musoni, has challenged local leaders to offer better services and to be efficient in implementing government programmes.

Musoni said this yesterday while officially opening a five-day training course for all local leaders in Kigali City, held at the premises of Kigali Institute of Science and Technology (KIST).

Over 400 local leaders will be trained in forging a common understanding around key national policies, strategies and implementation and on how they can build a spirit of teamwork.

They will also be trained on mindset change based on values and ethics and how Kigali City can fully implement its programmes and improve service delivery.
The leaders will be trained by Rwanda Institute of Administration and Management (RIAM).

"The Central Government designs policies and action plans, but it’s your role to implement these programmes,” Musoni noted.

He reminded the local leaders of the new seven-year government strategic plan and added that what they are ‘supposed to be doing is clear.’

"But for effectiveness and efficiency, and better service delivery for socio-economic transformation to be realized, it has to go with one’s political will and clarity,” he observed.

He appealed to the leaders to love their work and be patriotic. With a decade to go, to the end of the country’s vision 2020, Musoni observed that much has been realized, but told the leaders to be more effective in achieving other unfinished goals entailed in the programme.   

The central government has defined what has to be done and local governments are now being prepared to implement these ambitious programmes,” Musoni said in a separate interview, adding that the training was organized to capacitate them to be able to execute these programmes.

Musoni also revealed that the training programme would be taken to all the other districts in the country.
