The Libyan Minister for African Affairs Dr Ali Treky has delivered a message to President Paul Kagame from his Libyan counterpart, Colonel Muammar Gaddafi.

The Prime Minister Bernard Makuza received the message on Wednesday on behalf of the President who is currently overseeing land re-distribution exercise in the Eastern Province.  
  
"The message is about a framework of consultation and exchange of ideas on how to achieve the vision of having a United States of Africa,” Treky said after meeting Makuza at Prime Holdings in Kimihurura.

During last year’s African Union (AU) Heads of State Summit held in Accra, Ghana, a group of leaders led by Gaddafi called for the immediate establishment of a single African government, foreign policy and army. 

Treky’s visit comes ahead of the scheduled ninth AU Heads of State Summit due January 29 to February 3 in Addis Ababa, Ethiopia. 

Treky said that his trip was also aimed at mapping out strategies on how Africa’s dependency on foreign aid can be reduced as well as strengthening the cordial bilateral relations that exist between Rwanda and Libya.

Foreign Affairs minister Dr Charles Murigande said the two countries have good relations that have led to numerous Libyan investments in Rwanda.

He cited Lap Green Telecommunications, a Libyan state-owned consortium that bought 80 percent shares in Rwandatel and the construction of two giant accommodation projects.
He said that a meeting bringing together members of the private sector of both countries will soon be held to showcase Rwanda’s investment potential.
