The draft of the National Land Use and Development Master Plan is ready and waiting to be approved by the cabinet, before all the landowners use it as a guideline for appropriate land usage.

This was disclosed yesterday by Eng. Didier G. Sagashya, Deputy Director General of the National Land Centre while addressing the members of the press at the institution’s premises.

"The draft plan is ready and we are going to present it to the cabinet ministers for approval,” he said.

He added that the plan provides planning standards and guidelines to be used by all the implementing parties and that will direct them in decision making.

The draft land master plan displays various countrywide issues such as ecosystems management, distribution of population, and development of networks for rural and urban settlements, social services and infrastructure, and protected areas such as wetlands.

Sagashya stressed that by 2013 Rwanda will be the most prepared nation in Africa to meet future challenges regarding land administration.

"We hope next year the master plan will be ready and the people will be using it as a guideline in identifying suitable land for specific activities,” he noted.

"Rwanda is a very densely populated country, with intense and constant pressure on land, which makes proper planning of land use even more crucial in order for us to achieve Sustainable Development”

He pointed out that land registration is in progress but in Kigali City, people are not turning up to register their plots.
The National Land Use and Development Master Plan was initiated by the government and Swedsurvey, a Swedish consultant firm contracted to carry out the architectural work.
