KIGALI - The recently published probe report into alleged mismanagement of Atraco, has come to the conclusion that  most of the complainants against the association had lost membership.

The report, which The New Times has obtained, said that the nine people who lodged complaints to an adhoc committee set up to investigate the association’s activities had been dismissed by the association’s general assembly.

The committee was established after allegations of mismanagement were raised by some members during President Kagame’s visit to Nyabugogo Taxi Park in May.
According to the committee, some complainants were dismissed for divisionism, Genocide ideology and swindling of the association.

The report also reads that some complainants were dismissed for not attending meeting and yet oppose any resolution and continue to behave as founder members of Atraco syndicate.

One former member, Issa Bizimana, was dismissed in 2001 on charges of misconduct. He claims to have worked for Atraco as Chief Patroller and demands Rwf3,600,000 for a car he leased to the association and Rwf1,080,000 equivalent to a salary for nine months.

According to the findings of the committee, Bizimana’s contract document was false as the signature of the Atraco president does not conform with the signatures the claimant presented and regarding his salary and the accuser did not have any supporting proof.

According to the report over 15 former Atraco members, accused the association’s management of harassing several members, mismanagement of organizations funds, assets of Atraco shifted to international express, selling of members’ vehicles, illegal dismissal, and among others.

Speaking to The New Times,  Patrick Mwesigye, the head of the adhoc committee, said that his team plans to arrange a meeting early next month between  Atraco and the complainants in order to iron out the differences.
