PROSPER HIGIRO the Liberal Party (PL) presidential candidate was born on January 28, 1961, in Nyarubuye (currently Kirehe district) in the Eastern Province of Rwanda.

Higiro served as a teacher in Accounting and Financial Mathematics at the School of Economics and Commerce in Rwamagana from 1986 to 1989.

He later became the Minister of Trade, Industry and Cooperatives from 1994 until 1997, and after serving his term as minister, he became a private consultant.

Higiro was also a Member of Parliament and Deputy Speaker in the transitional parliament from 1999 to 2003, and was elected in the 2008 parliamentary election to the Senate where he is currently the Deputy Chairman.

The 49-year-old Higiro holds a Bachelor of Science degree in Management from the National University of Rwanda. He is married with five children

PL was founded in 1993 and its current chairman is Protais Mitali the Minister of Youth.
