Rwanda Utility Regulatory Agency (RURA) has finally agreed to issue operating licenses to the 50 commuters taxis belonging to International Express, a subsidiary of the commuter taxis operators association, Atraco.

The vehicles had been impounded by Police on orders of the national regulator saying that they were operating illegally. 

RURA had refused to grant International Express an operating license citing foul play arguing that the transport company was set up by senior members of the management of Atraco, thus breaching certain laws.

Speaking to The New Times, the Minister of Local Government, James Musoni who mediated in the conflict, confirmed the development saying that the company now fulfilled all requirements needed by RURA.

"All issues between RURA and Atraco have been settled, and very soon the 50 buses will be on the streets operating,” said Musoni.

The vehicles had also been repossessed by Fina Bank and Access Bank after the transporters had failed to service loans it acquired to purchase the vehicles. The Banks were counting on the company’s operation.

When contacted, Conrad Rutareka, the company’s Director General, said the company is reorganizing and changing the management.

"We are ready to operate, we may even begin tomorrow (today). 45 buses are ready and the other six were taken for service,”
