City developers given ultimatum

KIGALI - Proprietors of buildings in Kigali City which are not in line with the Master Plan have up to four months to complete the detailed structural plans for their sites.
City Mayor, Aisa Kirabo Kacyira announced this yesterday in an interview with the press.

Kirabo’s announcement came shortly after a visit to various development projects in the city to evaluate their progress and possible challenges they could be facing.

Among those who were given the ultimatum are the Franco-Rwanda Cultural Centre and Akagera Motors complex in central Kigali City.

The area occupied by the cultural centre is supposed to be having an eight storey building, according to the Master Plan.

Recently, Kigali city authorities met with the French team, headed by their Ambassador, Laurent Contini, and agreed that by this time, the French should have made some progress.

But Contini told the Mayor that no progress has been made because they have no land titles for all their properties, which has hampered their proceedings.

"Where you have rights, as the French government, we shall expedite the process. We need to work hand-in-hand. We have to abide by the time we agreed upon,” Kirabo told the Ambassador, urging him to accelerate the architectural process as KCC processes the titles.

Meanwhile, the area occupied by Akagera Motors is supposed to have three commercial facilities with 16, 12 and 8 storeys. The three malls have to be completed in two years.

Kirabo also visited the construction site of New Century Hotel, City Tower, Chez Makuza Bertin where a 15 storeyed building is under construction and Kigali Modern City Market.

Le Wang, the City Tower engineer, said that the 19-storeyed building will be complete in the next two months while Yong Feng Guo, the Chairman of New Century Development Ltd, the hotel developers said that the multi billion Five Star hotel will be complete within the next 18 months, as previously agreed.
