I want to congratulate Nyamasheke District of the Southern Province, for being named the best performing district for the past one year, toppling Nyamagabe District of the same province. I urge all the districts in the country to emulate Nyamasheke by implementing the aspects of their performance contracts. That is the way Rwanda will develop.
