PARLIAMENT - President Paul Kagame, yesterday, presided over the swearing in ceremony of two judges and senior officers of Rwanda Defense Forces (RDF).

Speaking at the function held at the Parliament, President Kagame noted that the Commercial Court judges, just sworn-in, were the first Rwandans to head the court.

He pointed out that the newly appointed judges got the opportunity to learn from their experienced foreign colleagues who have been in the country to assist in setting up the Courts. Kagame singled out the ‘Investment Climate Facility’ for having spearheaded the establishment and training of the judges

Kagame, further noted that the Commercial High Court was set up to solve issues related to trade, but above all, to protect both local and foreign investors. He added that this helps business people operate freely, and in the end, boost the economy, since trade and investment are pillars of development.

Kagame said that when trade takes place in a transparent manner, poverty ceases to exist and development is achievable. He pledged the government’s support in facilitating the Commercial Courts so that they can effectively execute their duties.

The President said that, in general, judges have profound obligations and the nation equally expects a lot from them.  He emphasized that the judiciary should be vibrant, effective, transparent, objective and independent to ensure accountability at all levels.

Those who took the oath of office include the president of the Commercial High Court, Benoit Gatete Gakwaya, his deputy, Emmanuel Kamere and vice president of the High Court, Jean-Marie Vianney Hitimana.

Lt Gen. Fred Ibingira and Maj. Gen. Jerome Ngendahimana were also sworn-in as the Reserve Force Chief of Staff and deputy Reserve Force Chief of Staff respectively.

Kagame commended the Reserve Force Unit and requested them to continue maintaining security and protect the people of Rwanda to achieve development in a safe environment.
