At least Rwf12 billion is needed to resettle households affected by emissions from SteelRwa, a steel manufacturing plant based in Rwamagana District, as part of efforts to address environmental and public health concerns in surrounding communities.

Prudence Sebahizi, the Minister of Trade and Industry, disclosed the required funds as he appeared the Parliamentary Committee on State Budget and Patrimony while discussing the 2026/27 budget framework.

Sebahizi said the funds would support land acquisition and compensation for residents living near the factory, which has faced complaints over pollution.

In October 2025, SteelRwa Industries Ltd announced that discussions were ongoing to identify a solution that would be both technically practical and environmentally sound after environmental authorities suspended its factory over emissions.

At the Rwanda Environmental Management Authority (REMA) suspended the industry for emitting excessive fumes and smoke that spread to surrounding areas.

It was the second time the factory had been suspended over pollution since 2019.

Minister Sebahizi said the government had redirected funds initially meant for the development of a tannery park in Bugesera District to the resettlement plan for the community around SteelRwa Industries.

"The Rwf4.58 billion previously been allocated for the tannery park development, which remains unused, will instead be used to acquire land for the expropriation of residents living near SteelRwa,” Sebahizi told MPs.
