"I wish we had more time, actually they had set a deadline for December last year but later extended it to February but still I had not got the Rwf 50,000 required,” one motorcyclist only identified as Jean Damascene said.
"The problem is that some of us still don’t have personal identity card which is a requirement for filling the forms, even though they extended the deadline,” another motorist said.
The deadline for all drivers to at least have registered for the change of their driving licenses fall yesterday after being postponed on several occasions by the ministry of internal security.
"We are enforcing what was decided by cabinet, we did not issue that deadline, we don’t draft laws but we are law enforcers,” police spokesman Eric Kayiranga told The New Times yesterday.
"We made announcements in all mediums and nobody came up at that time to complain, so why come now,” Kayiranga wondered.
