MTN Rwandacell PLC has announced the appointment of Elijah Iragaba as its new Chief Technology Officer (CTO), following a series of interim technical leadership positions at the company.
He replaces Issa Nkusi and Eugene Gakwerere, both of whom have served in positions separately.
The appointment places Iragaba in charge of overseeing network development, digital platforms, and innovation systems supporting the company’s growing customer base.

Prior to his appointment, he served as Chief Technical and Information Officer at KT Rwanda Networks, where he held several senior technical roles and played a key part in the deployment of Rwanda’s first 4G LTE network.

In that role, he led end-to-end network strategy across radio, core, transmission, and IP systems, with a focus on service quality, cost optimisation, and regulatory compliance.
Iragaba has also been involved in major infrastructure upgrades, including the transition to cloud-based core networks, rollout of Voice over LTE (VoLTE), and modernisation of urban networks to support growing data demand.
