Inside Kimihurura’s rise as Kigali’s premium district

Kimihurura is rapidly cementing its position as one of Kigali’s leading high-end development zones, with a growing skyline of commercial and residential towers transforming the area into a prime destination for business, tourism, and urban living.

Located in Gasabo District, Kimihurura is already home to key landmarks such as the Kigali Convention Centre, Radisson Blu Hotel, Kigali Heights, Fair View, and the Career Center Building. A new wave of major projects is now reinforcing its status.

These include Brilliant Tower, the long-awaited Inzovu Mall, expected to become one of the country’s largest shopping complexes and the highly anticipated Parklane Center.

For real estate developers and urban planners, this construction boom reflects more than a changing skyline. It signals Kigali’s broader push to meet rising demand for commercial and residential space while advancing the Vision 2050 agenda through modern, mixed-use, and green developments.

Ernest Ruzindana, a Land Use Planning Specialist at the National Land Authority, said Kimihurura’s transformation is closely tied to Kigali’s ambition to position itself as a hub for meetings, incentives, conferences, and exhibitions (MICE), while strengthening its tourism appeal.

He noted that the area’s evolution is helping create a more diverse urban experience for both residents and international visitors.

Beyond adding office blocks, apartments, and leisure facilities, Ruzindana said the integration of these functions is what makes Kimihurura increasingly dynamic and valuable.

He explained that Kigali’s master plan designates specific land-use clusters, guiding what type of development is appropriate in each area.

While the city centre remains the core central business district, neighbourhoods such as Kimihurura are emerging as complementary commercial hubs with distinct identities.

"Kimihurura is more high-end and geared towards tourism and meetings than traditional business operations,” he said, adding that other satellite business areas are also emerging in locations such as Kimironko and Kicukiro.

Unlike the inner city’s largely business-focused model, Kimihurura is increasingly defined by mixed-use developments that combine offices, apartments, restaurants, fitness centres, hospitality services, and retail spaces within the same complexes.

Inzovu Mall will feature a retail and leisure hub, a four-star Odalys hotel, a business center, and modern offices.

Inzovu Mall, for instance, is expected to host retail outlets, restaurants, offices, apartments, and fitness facilities, an approach Ruzindana described as a model for integrated commercial development.

He added that while some parts of Kimihurura remain residential, others—particularly those hosting large projects like Inzovu Mall and Parklane are being developed as higher-density, mixed-use zones. This allows more services and housing to be accommodated within limited land.

Such developments, he said, not only help meet long-term demand but also boost surrounding property values. For residents and landowners, this translates into rising asset values and improved access to services such as shopping, recreation, and entertainment without needing to travel to the city centre.

"While some large developments may not be fully occupied immediately, they should be viewed as long-term investments aligned with Kigali’s future growth,” Ruzindana said, citing increasing demand for office and retail space as incomes rise and more businesses formalise.

He added that many new buildings incorporate environmentally friendly features, including energy efficiency, climate resilience, and renewable technologies.

Sunny Xi, an Investment Consultant at HOMART Properties, said the concentration of landmark developments has already repositioned Kimihurura as one of Kigali’s leading premium commercial zones.

"Projects such as Kigali Heights, the Convention Centre, and upcoming developments like Inzovu Mall have clearly elevated Kimihurura’s status,” she said.

According to Xi, this momentum has driven demand for Grade A office space, hospitality services, and mixed-use developments, particularly from multinational firms, financial institutions, and companies seeking regional headquarters in Kigali.

This, in turn, has pushed up land values and rental rates, especially for well-located plots with strong infrastructure access.

"Price growth has largely been demand-driven rather than speculative, which is a healthy sign for the market,” she noted.

Despite the surge in development, Xi does not see Kimihurura nearing saturation.

"There is still room for well-planned, high-quality projects, especially those that thoughtfully integrate office, retail, hospitality, and residential uses,” she said.

Over the next five to ten years, she expects Kimihurura to evolve into Kigali’s most sophisticated mixed-use district, not as a replacement for the central business district, but as a complementary live-work-play environment.

Its long-term strength, she added, lies in balancing business, lifestyle, hospitality, and residential functions within Kigali’s broader urban development vision.

Xi also pointed to the city’s infrastructure investments, planning discipline, and policy consistency as key factors boosting investor confidence.

"For international developers, this stability is a major reason to continue investing in Kigali,” she said.

As construction cranes continue to dot the skyline, Kimihurura’s transformation offers a glimpse into the kind of city Kigali is striving to become, modern, green, and increasingly attractive to both investors and visitors.
