Rwanda Revenue Authority (RRA) has issued a final call to 496 registered vehicle owners to complete ownership transfers within 30 days.

RRA warned that failure to comply could result in ownership rights being granted to current holders.

In an announcement released in collaboration with the Rwanda National Police (RNP) on March 17, the tax body urged individuals listed as registered owners to "fully and unconditionally cooperate with the buyers or beneficiaries of the listed vehicles in order to complete the ownership transfer process” within a given period.

The directive targets nearly 500 vehicles whose ownership details remain unresolved, often years after transactions were made.

Under the directive, registered owners have 30 days from the date of publication to complete the transfer process.

If a listed seller or donor fails to act within the given timeframe, RRA says it may transfer ownership rights to the current holder, based on submitted evidence such as sale agreements or other supporting documents.

The move builds on a broader enforcement campaign that began earlier this year, where authorities highlighted persistent challenges in vehicle ownership transfers, including cases where sellers have refused to cooperate, or have relocated abroad, or passed away.

Officials say such gaps not only create legal uncertainty but also affect tax collection, road safety enforcement, and accountability in cases involving traffic offences or criminal activity.
