Hospital administrator held over Rwf200m

NGOMA - The Chief Administration and Finance Manager of Kibungo Hospital in Ngoma District, Thomas Ngerageze, has been arrested for allegedly mismanaging and embezzling over Rwf200 million.

NGOMA - The Chief Administration and Finance Manager of Kibungo Hospital in Ngoma District, Thomas Ngerageze, has been arrested for allegedly mismanaging and embezzling over Rwf200 million.

Ipherie Mukandera, the district vice Mayor in charge of Social Affairs, confirmed that Ngerageze was arrested last week and is currently being held at Kibungo prison.

According to Mukandera, Ngerageze is also accused of flouting procurement procedures.

"We have established that the hospital administration has been abusing the procurement system within the institution. We cannot allow that to happen and those responsible for the abuse have to face the law,” Mukandera said.

"Whereas it is now common knowledge that people compete for tenders, to them the procurement law did not really matter. We have unearthed fraudulent practices in which a tender worth over Rwf92 million was offered in complete disregard to laid down procedures”.

The district Executive Secretary, Gerald Muzungu, said Ngerageze had inflated figures to justify his expenditures.

"Imagine the administrator had the guts to say that he paid Rwf18,648,206 for staff tea, in one year. He also claimed to have spent well over Rwf 22,889,200 for cleaning the hospital compound. This is unacceptable,” he said.

The anomalies were unearthed by a team auditors led by the district’s chief auditor, Protais Rubibi.
