Rwanda Revenue Authority (RRA), in partnership with QT Global Software Ltd and AMBI Tech Ltd, on February 22, announced a nationwide disbursement of Q4 2025 VAT rewards under the TENGAMARA na TVA programme.
Thousands of participating citizens received their Value Added Tax (VAT) refunds through eNoti, marking another milestone in Rwanda’s ongoing effort to strengthen voluntary tax compliance through digital innovation and citizen participation, according to a press release shared by AMBI Tech.
Reinforcing a culture of VAT compliance
TENGAMARA incentivises consumers to request Electronic Billing Machine (EBM) receipts by returning 10 per cent of VAT on each receipt that the registered and participating consumer requests for.
In addition, the TengaPromo lottery component offers various life-changing prizes, both cash and non-cash, further encouraging consistent consumer engagement, excitement and participation.
Since its digital enhancement and solution redesign, in July 2025, the programme has evolved into a large-scale citizen engagement platform that integrates compliance, digital innovations, and gamification to improve VAT collection and transparency.
Q4 2025 highlights
For the last quarter of 2025, TENGAMARA has disbursed over Rwf1.3billion to 157,029 beneficiaries.
All VAT and lottery rewards are disbursed through eNoti. The new innovative eWallet is accessed by dialling 562#, giving account holders a new secure, simple, and efficient digital transfers.
Advancing domestic revenue mobilisation
By directly linking consumer participation to measurable revenue outcomes, TENGAMARA reinforces Rwanda’s domestic resource mobilisation strategy while strengthening trust between taxpayers and public institutions, according to its implementors.
The initiative, they stated, is increasingly recognised as a scalable model for digital tax engagement in emerging economies, demonstrating how technology can transform compliance into a participatory and rewarding experience.
Call to action
RRA encouraged consumers to consistently request EBM receipts for every purchase and redeem their VAT rewards via eNoti, stating that responsible consumption not only supports national development but also delivers direct financial benefits to citizens.
