Horizon boss arrested

Col. John Zigira, has been arrested for alleged embezzlement of funds belonging to Horizon Group, a company he was heading.

Army Spokesperson, Major Jill Rutaremara confirmed the development Saturday but was reluctant to give any details.

"I cannot tell you anything more, no details,” Rutaremera said.

The military Prosecutor, Pacifique Kabanda also declined to reveal anything about Zigira’s arrest referring The New Times to the Army Spokesperson.

Reliable sources from the Military prosecution who spoke on condition of anonymity said that Zigira was suspended from work about two weeks ago. 

According to the source Col. Zigira refused an auditing team assigned by the Ministry of Defence to audit Horizon Group.

Zigira’s predecessor, Lt. Col. Paul Semana, is detained at Mulindi Military Prison. He is charged within the Military Tribunal for doing shoddy work in the construction of the Gashora Dyke.

The military prosecution has maintained that Horizon did sub-standard work in the construction of the Dyke and estimates that over Rwf 500 million was embezzled by management.
