Editor, I paid for my driving permit on the 10th of October 2008 in Butare without any problem. Problems arose when I tried to actually get it. When I learnt that the new permits had arrived in Butare, I reported eagerly to the police station hoping to get my new driving permit. But to my shock, I wasn’t on the list; when I complained, I was told to go to the Kigali Traffic headquarters.

I paid for my driving permit on the 10th of October 2008 in Butare without any problem. Problems arose when I tried to actually get it.
When I learnt that the new permits had arrived in Butare, I reported eagerly to the police station hoping to get my new driving permit. But to my shock, I wasn’t on the list; when I complained, I was told to go to the Kigali Traffic headquarters.
I did so and was requested to bring photocopies of my driving permit, national identity card and Rwanda Revenue Authority receipt;he necessary criteria.
Since then nothing has happened. I often travel to the Kigali traffic police headquarters in vain. I risk my life in buses and I waste both time and money.
This is unfortunate; why can’t matters be more decentralized? Why cant I get the necessary service here in Butare?
