Who are the new appointees on University of Rwanda, capital markets boards

As part of the cabinet resolutions chaired by President Paul Kagame on November 28, new members were approved to serve on the Board of Governors of the University of Rwanda (UR) and the Board of Directors of the Rwanda Capital Market Authority (CMA).

On UR's board of governors, a diverse team of prominent leaders in the education sector, chaired by Pradeep Khosla, was appointed by the cabinet.

Khosla currently serves as the eighth Chancellor of UC San Diego since 2012. Before that, he spent three decades at Carnegie Mellon University, where he earned his MS and PhD, later joining the faculty and rising to the prestigious rank of Philip and Marsha Dowd University Professor.

At Carnegie Mellon, he held several key leadership roles, including, Founding Director of the Institute for Complex Engineered Systems (ICES), Founding Director of CyLab, department head of Electrical and Computer Engineering (1999-2004), Director of the Information Networking Institute among other roles.

Khosla has consulted for global companies, co-founded Quantapoint Inc., and served on

advisory boards including NASA's Aeronautics Advisory Committee, Taiwan's Ministry of Science and Technology, and DARPA's Joint Unmanned Combat Air Systems program.

On the same board, Ivan Murenzi has been appointed vice chairperson. He currently serves as Director General of the National Institute of Statistics of Rwanda (NISR) and sits on the Board of the National Bank of Rwanda as a member of the Monetary Policy Committee. His professional experience spans government institutions, private consulting, and development agencies.

Other members of the new UR board include Charles Karakye, Permanent Secretary at the Ministry of Education, Winston Wole Soboyejo, President of SUNY Polytechnic Institute and former interim president of Worcester Polytechnic Institute, Samantha Teta, Policy Analyst in the Office of the President, and Josephine Nyiranzeyimana, who served in various capacities including being former Government Chief Information Officer and ICT executive at Rwanda Information Society Authority, and served as Acting Director General of ICT at the ministry of Youth and Art as well as Education support manager at Intel corporation.

For CMA, its board will be chaired again by Marc Holtzman, who also chairs the Victoria Falls International Financial Centre. He has a long background in banking, private equity, and financial governance.

Supporting him as vice chairperson is Hortense Mudenge, CEO of Rwanda Finance Limited/KIFC, whose work has been central to positioning Kigali as Africa’s emerging financial center.

The board includes several other notable figures like Charity Kagenza, Managing Director at Martha Capital, with extensive expertise in project finance, structured finance, and financial advisory, Thibault Twahirwa, Vice President on the Investing, Analytics, and AI team at Kohlberg Kravis Roberts & Co. (KKR), one of the world’s largest investment firms, and an expert in quantitative finance, AI-driven analytics, and financial modeling.

On the board too is Gilbert Nyatanyi, former CEO of the Agaciro Development Fund, bringing experience in sovereign investment management, and Carine Mutoni, Managing Director of Ecobank Rwanda, with a strong leadership track record across multiple major banks.
