KAYONZA- The commissioner of the Rwanda Patriotic Front (RPF) Protais Musoni, has advised party members to always address complex issues through dialogue.

He said this on Saturday, while addressing thousands of RPF members who had gathered for a routine general assembly.

His remarks were prompted by some members who complained that their bicycles had been confiscated by local authorities.

"I have heard what the mayor and some of you have said, and deduced that you never took a decision based on dialogue,” he said.

"One of the principles of RPF is that dialogue precedes any other form of conflict resolution. You never cared to involve the people when taking decision to ban bicycles, which is why there is still discontent among the people,” he added.

Musoni, who is also the Minister in Charge of Cabinet Affairs further observed that party followers should be exemplary in the society in order to rally others behind the party.

Kayonza district mayor, Damas Muhororo explained that the ban was in the interest of cyclists because bicycles were causing accidents, adding that bicycles were only banned on tarmac roads.

"The ban was in good faith in an attempt to mitigate deaths due to accidents. But I regret that some incidents of its enforcement compromised the whole idea,” he said.
