What to know about new Senate nominees Habineza and Nkubana

In a general assembly held on Tuesday, October 14, the National Consultative Forum of Political Organisations (NFPO) nominated Frank Habineza and Alphonse Nkubana for seats in the Senate.

Habineza, 48, is the president of the Democratic Green Party of Rwanda (DGPR), while Nkubana, 51, is the chairman of the Prosperity and Solidarity Party (PSP).

They were selected through a formal voting process involving political party representatives, in line with the forum’s mandate to contribute to national governance.

If approved by the Supreme Court, they will replace Senator Alexis Mugisha from DGPR and Senator Clotilde Mukakarangwa from the Centrist Democratic Party (PDC), whose five-year term is due to end by October 22, 2025.

Nkubana is a Rwandan entrepreneur, financial strategist and political leader whose career spans more than twenty-five years across the fields of business, governance, diplomacy and institutional development.

He is the founder and chief executive officer of Positive Thinking Ltd, a company he established in 2011 which today serves as a partner to organisations across Rwanda, providing vehicle rental, corporate transport, cleaning services and other professional solutions.

His expertise extends beyond entrepreneurship to public service and political leadership, where he has played a key role in fostering cooperation and advancing Rwanda’s political landscape.

Nkubana holds a Master’s degree in International Relations from Mount Kenya University and a Bachelor’s degree in Accounting from the Université Libre de Kigali, alongside extensive experience in financial management, stakeholder engagement and organisational leadership.

Since 2019, Nkubana has served as chairman of PSP, where he has provided strong leadership, clear vision and a commitment to fostering inclusive political engagement. In this capacity, he has been central to the party’s policy direction and representation at national and international levels.

Between September 2024 and March 2025, he has also served as Spokesperson of the NFPO, representing a coalition of political parties in Rwanda.

His work involved leading national dialogue, shaping communication strategies and strengthening collaboration across political organisations, thereby contributing to Rwanda’s reputation for consensus-based governance.

For Habineza, he is a political leader, public administrator, environmentalist, security and defence expert who has had several work experiences.

From November 2024 up to date, he has served in organisational management of the Africa Center for Peace Security and Environmental Affairs (ACPSEA) aimed at promoting peace, security, and environmental management in Rwanda, Africa and globally.

Habineza has also been the Vice President, Social Affairs Committee, in the chamber of Deputies from October 2018 to June 2024.

For his educational background, he has been awarded an honorary doctorate of humanities in Bethel University with a Master’s degree of science in war studies in Swedish Defence University.

He also has a Bachelor's degree in public administration from the University of Rwanda.
