His Excellency President Kagame always calls for public service providers to deliver good and quality services to the people. Even other institutions have taken it upon themselves to make service delivery in Rwanda remarkable.

However, it came as a big surprise when I went to Gasabo district to seek the service of the Public notary, Jean Nyirabihogo.

The lady is good looking but the way she serves the public is contrary to the Rwanda of today. She is arrogant and uses abusive language and speaks with an insulting tone towards clients.

Some one enters her office just to ask for direction and even before she listens to the request, her answer by default is, "get out of my office.”

I was at her office for close to four hours and that was what she told anyone who dared ask her something and had no waiting number.

I was upset at how she sets a limit on the number of clients to be served per day, and even with a set limit, she can not serve those within her limits.

When I was at her office, I managed to get a number, when my turn eventually came up, I was attending to an urgent phone call and the next person went in.

I returned, waited for the person to get out and as soon as I walked in, the first thing she said was "get out of my office.” I tried to explain to her how the phone call was urgent and her reaction was to call a local defense force to throw me out of the office.

I tried to look for another notary, unfortunately that was not possible. I was told for any case to do with fixed assets, she was the only one with the legal capacity to authenticate the documents.

I think there is a need of change the mind set of public service deliverers. The government should then set up a unit to inspect service providers so that those who can’t improve on their customer relations should be relived of public service.
