Top city official suspended over Rwf100 million tender

KIGALI - The Executive Secretary of Kigali City Council (KCC), Nkurikiyinka Dieudonne, has been suspended from office following an alleged tender scam worth Rwf100m, The New Times can reveal.

Speaking to The New Times yesterday, Kigali City Council Mayor Dr. Aisha Kirabo Kakira, confirmed the development saying the decision was made to pave way for investigations into the matter.

"It is true that the Executive Secretary had to step down to enable investigations to take course,” said Kakira.
According to Kakira, Nkurikiyinka illegally authorized a company to construct roads in Nyarutarama, Gasabo district.

She said that the contracted company had not won the tender.

"Preliminary investigations were made and we found that standard tendering procedures were flouted because the contractor had not won the tender,” the Mayor explained.

Kakira however said that KCC requested the Rwanda Public Procurement Authority (RPPA) to make a follow up and recover the money which had been given to the company.
