Five ministries get new Permanent Secretaries as envoys to Algeria, Singapore are named

A cabinet meeting chaired by President Paul Kagame, on July 16, made new appointments in various institutions and new envoys.

Amb. Vincent Karega has been appointed as the proposed Ambassador of Rwanda to Algeria, and Innocent Muhizi as the proposed High Commissioner of Rwanda to Singapore.

Karega, who has been serving as Ambassador at Large to the Great Lakes Region, will be Rwanda's first Resident Ambassador to Algeria, which was under the jurisdiction of the Ambassador to Egypt. This comes after President Kagame announced that Rwanda would open an embassy in the North African country during his visit to Algiers in early June.

For Muhizi, he will replaced Jean de Dieu Uwihanganye, who has served as Rwanda's High Commissioner to Singapore with accreditation to Australia and New Zealand since 2019.

Five ministries get new PS

In the Ministry of Health, the Cabinet meeting appointed Dr Muhamed Semakula as Permanent Secretary and Sophie Nzabananimana as Director General Corporate Services.

This is while Gisele Umuhumuza and Canoth Manishimwe were appointed Permanent Secretary and Director General Corporate Services in the Ministry of Infrastructure, respectively.

The Ministry of Environment also received Fidele Bingwa as Permanent Secretary. Candy Basomingera was appointed on the same position in the Ministry of Sports. Basomingera previously served as the Deputy Chief Executive Officer of Rwanda Convention Bureau (RCB).

Maeva Seka Haguma took on the role of Deputy CEO of RCB after serving as the Deputy Principal Private Secretary in the Office of the President.

Prudence Biraboneye has been appointed as Secretary General of the National Public Prosecution Authority and Amb. Jeanine Kambanda as Secretary General of National Commission for Human Rights.

Asaph Kabaasha will serve as Chief Executive Officer of Water and Sanitation Corporation (WASAC), replacing Omar Munyaneza. Hortense Mudenge is now CEO of Kigali International Financial Center (KIFC), replacing Nick Barigye.

At Parliament, Alphonsine Mirembe has been appointed Clerk of the Chamber of Deputies. She previously served as Deputy Director of Cabinet in the Office of the President.

Rwanda Demobilization and Reintegration Commission got Valerie Nyirahabineza as Chairperson, Maj.Gen (Rtd) Jacques Nziza as Vice Chairperson, and Dancille Nyirarugero, Jacqueline Muhongayire, and Jean Marie Vianney Gatabazi as members.

Rwanda Law Reform Commission also saw the appointments of Claudine Dushimimana as Chairperson and Andre Bucyana as Secretary General.

At Rwanda Information Society Authority (RISA), Antoine Sebera is the new CEO, Roger Mizero the new Chief Technology Officer, and Innocent Asiimwe Mudenge, the Chief Operations and Strategy Officer.

Claude Mwizerwa has been appointed Deputy Director General of the National Institute of Statistics of Rwanda.

Francis Kamanzi, who has been serving as CEO of Rwanda Mines, Petroleum and Gas Board, is the new Director General of Rwanda Cooperative Agency. Sheja Valliere is the Chief of Strategy and Communications Officer at Rwanda Development Board (RDB).

The City of Kigali also saw Gabriel Nduwayezu appointed Chief Digital Officer.
