KIREHE - The district has sacked 10 sector and cell executive secretaries, authorities announced yesterday, the latest of the ongoing local government move to restructure the civil service.

The sackings come days after the government announced plans to probe allegations of favouritism in the restructuring process which were reported in some districts.

The Kirehe District official in charge of Economic Affairs, Benson Muhikira, said those who were sacked can still apply for other jobs in the district.

"It was not a dismissal of workers as such, but change of duties. Those dropped as executive secretaries, can still work in other capacities. The exception is for those who had cases to sort out…they can’t be re-admitted,” he said.
Meanwhile, Muhikira disclosed that the post of District Executive Secretary is still vacant.

"We advertised the post in papers, and very soon candidates will sit an exam to fill the vacant post,” he added.

Kirehe is the first district in the Eastern Province to complete the restructuring of grassroots leaders, according to authorities.

One affected official who was affected by the restructuring maintains that the criterion is still mired with irregularities.

"The process is complex because of the nature of the assessment that is subjective.Any one who scores below 70% is susceptible to expulsion, but the basis of the marks is doubtable,” complained one district official, who wanted to remain anonymous.
