RADDEx is a computer system that was designed to facilitate exchange of Customs data between two or more countries in the East African Community (EAC).
It is a common interface between Customs IT systems that was jointly developed by revenue bodies of Rwanda, Kenya and Uganda in partnership with USAID/ECA.
The program aims at sharing and storing information to meet international standards as per World Customs Organisation (WCO) rules specified in the revised Kyoto Convention.
According to Chris Hakiza, an official in RRA Customs department, the data communicated through RADDEx consists of exports, re-exports and transit declarations that have been cleared by Customs in the country of departure and reconciliation data of goods accepted in country of destination.
"RADDEx solution enables Customs data to be communicated instantly from the point of transit origin through all points of transit up to the point of destination,” said Hakiza.
Other benefits are advanced information on arriving goods that results into streamlined cargo clearance process, increased transparency, and increased accuracy in inspection of goods and risk assessment.
He said it will also enhance the overall efficiency including the avoidance of duplicate data capture at the borders and reduce time in clearance procedure and operation costs.
