District Executive Secretary held over sham tender

RWAMAGANA - The Executive Secretary of Rwamagana District has been arrested for allegedly signing a fake tender contract. Jean Baptiste Rwandama, is accused of signing a sham Rwf100m tender contract for the supply of foodstuffs for one Primitive Mukeshimana, which the latter used to obtain a loan of 40 million francs from Banque Populairie Kabarondo bank.

RWAMAGANA - The Executive Secretary of Rwamagana District has been arrested for allegedly signing a fake tender contract.

Jean Baptiste Rwandama, is accused of signing a sham Rwf100m tender contract for the supply of foodstuffs for one Primitive Mukeshimana, which the latter used to obtain a loan of 40 million francs from Banque Populairie Kabarondo bank. 

"They faked a contract and signed it, when in the actual sense, there was no such tender bid in the district. The intention was to allow Primitive to access the loan,” security officials said. 

However, Rwandama denied the charges, arguing that his signature was forged. 

Meanwhile, bank officials have scoffed at those criticising them for giving out the loan to Mukeshimana.

The Banque Populairie Kabarondo branch manager, Alfred Ngarukiye, told The New Times that the bank did not err in offering Mukeshimana the loan, as they were serving their ‘long time good client.’  

"We only offered a service to a good client. She had taken some other loans of the same amount and repaid well.

She had been bringing contracts signed and stamped by district top officials. It is only this one which turned out to be suspect,” Ngarukiye said.
