Rwanda is advocating for regional countries to consider putting in place an insurance policy that will cover lives and property lost or damaged in road accidents involving motor vehicles registered in other countries.

In an interview with The New Times, Bernardin Ndayishimiye, Director of the Motor Guarantee Fund of Rwanda (AGF), said because of the many foreign registered vehicles, it is urgent that regional countries establish and make such a fund operational.

"Rwanda is the only country in the East African Community with a motor guarantee fund that is really operational,” said Ndayishimiye.

"We are trying to sensitize the region on the importance of the fund and for that matter we shall hold an international conference in 2010 to mobilize regional insurance officials to set up the guarantee fund.”

Ndayishimiye said that his institution plans to present the issue to the East African Legislative Assembly (EALA) so that a law is enacted.

The guarantee fund compensates victims of accidents caused by vehicles not insured   in the country where the accident occurred.

The institution also compensates victims and material damage caused by a vehicle that could not be identified.
