MUSANZE — The former District Executive Secretary, Oswald Habiyaremye has been accused of insubordination, disrespect and creating divisions among the district workers, days after he tendered his resignation letter to the Mayor.

At a council meeting chaired by Alex Ruberwa, last Friday, Mayor Celestin Kalabayinga cited incidences where Habiyaremye allegedly signed particular documents which he was not supposed to and failed to participate in the formulation of the district performance contracts.   

However, Habiyaremye denied the accusations leveled against him, and instead called on the council to examine the underlying row between him and the Mayor. 

Habiyaremye stepped down last Thursday, citing the need to pursue further studies.

Subsequently, the meeting was convened partly because of this resignation, which had sparked speculation-with some speculating that he resigned because of a row between him and the district head.

At the meeting, he however, insisted that his resignation was not linked to the accusations against him.
