MONUC has to start making up its mind

MONUC’s chief military spokesman Lt. Col. Jean-Paul Dietrich on Thursday said that Capt. Karl Fuller, who made comments to the BBC about his perceived view that the Umoja Wetu joint military exercise was futile, was speaking on his own behalf and not on MONUC’s behalf.

In most military operations, there is a strict chain of command, more especially when there is a designated spokesperson. So, I don’t understand why in the world Captain Fuller was talking to the media about such a sensitive topic.

Are we, the public, supposed to think that MONUC is a professional outfit when officers are busy acting unprofessional? What kind of outfit are they?
